"File | Download as" does not work when the Content Editor is front ended by NetIQ Access Manager (NAM)

Situation

Attempting to download a document via File | "Download as" in the Content Editor fails.  There is no error.

Resolution

In the NAM configuration, inside the Content Editor proxy service add the following:
AllowEncodedSlashes NoDecode

Missing additional configuration in NAM for the Content Editor
