Resolution
Workaround:
Remove the registration key used for initial ZCM agent registration key from the file %zenworks_home%\conf\initial-web-service.
Remove the registration key used for initial ZCM agent registration key from the file %zenworks_home%\conf\initial-web-service.
Cause
The ZCM agent has been changed to resend the registration key used
for initial device registration with later registration requests so
in case the device object gets lost, it can be recreate using the
original used registration key (see e.g.
Device might not reuse registration key)
The server side registration servlet also reuses the registration key on already existing device objects which restores such device group membership.

The intended design is that the registration key given at initial
ZCM agent registration should only be used on device creation but
should not restore manually removed device group membership.
