Resolution
This is fixed in version 11.4 - see KB 7016614 "ZENworks Configuration Management 11 SP4 (11.4.0) - update information and list of fixes" which can be found at https://support.microfocus.com/kb/doc.php?id=7016614
Workaround:
In order for the policy to be applied after a device reboot and the user or workstation is properly excluded after reboot please make sure to uncheck the option named " Random Time to Wait " under Configuration > Management Zone Settings > Device Management > Device Refresh and Removal Schedule.
