This is fixed in version 11.3 - see KB 7014213 "ZENworks Configuration Management 11.3 - update information and list of fixes", which can be found at https://support.microfocus.com/kb/doc.php?id=7014213
To launch, first cd to %ZENWORKS_HOME%\bin\preboot
Additional Information
In 11.3 and later the following are the different scenarios and the expected behaviour
Prerequisite: JRE must be present either installed with ZENworks on server or javaw should be in the %PATH% variable.
Case 1:
%ZENWORKS_HOME% is defined.
zmgexp can be launched from anywhere.
Case 2:
%ZENWORKS_HOME% is not defined.
zmgexp has to be launched from the installation directory. The paths are determined based on paths relative to the directory where zmgexp is installed. This behavior is the same as prior to the fix.
