Novell ZENworks 10 Configuration Management with Support Pack 2 - 10.2
Situation
Bundles set to run at user login and configured with System Requirements fail to pass the requirement until after a refresh of the agent.
Resolution
This is fixed in version 10.3.1 - see KB 7006265 "ZENworks
Configuration Management 10.3.1 - update information and list of fixes"

Additional Information
It is a timing issue where the agents userdaemon hasn't loaded when the user login general refresh occurs.
