Situation

Resolution
Check that the content-repo\tmp\zpm directory is intact with proper rights granted for zenworks user. (On Linux the zenworks user is "zenworks". On Windows it's the __z* user).
Additionally, this error may be generated if a piece of content used by a Patch bundle and stored in content-repo\content\xxpath is lost for some reason. In this latter case, an error 404 will be seen in the zmd-messages.log for that piece of content (guid.zc where guid is the GUID value of the specific piece of content).
If the missing content is corrected then the error shown in Situation is non-fatal and can be ignored.
For missing content on patches, re-cache the patch. For Discover Applicable Updates (DAU) problems, follow KB 7002091 at https://support.novell.com.
