Situation

Daylight Saving Time (DST) is used to maximize the amount of available daylight during the year. Each spring, time is adjusted ahead by a standard amount (usually an hour) so that people can have more daylight available to them in their typical work day. Each fall, the time is adjusted back to account for the sun rising later in the day.

Starting in 2007, Daylight Saving Time will be extended by 4 weeks in most United States and Canadian time zones. Daylight Saving Time will begin the second Sunday in March (March 11th), 3 weeks earlier than in past years. Daylight Saving Time will end the first Sunday in November (November 4th), 1 week later than in past years. This change complies with a provision of the U.S. Energy Policy Act of 2005 and affects all U.S. time zones that observe Daylight Saving Time (DST). In addition to the United States, many countries have adopted or are considering adopting similar DST changes including Canada.

In Western Australia, the Government released a media statement on November 21, 2006 announcing a three-year trial of daylight saving. The trial began Sunday December 3, 2006 with clocks set forward one hour. Clocks will be set back one hour on 25 March, 2007. In 2007 and 2008, daylight saving will begin on the last Sunday in October, and end on the last Sunday in March the following year. A referendum will be held in 2009 to decide whether this will become permanent. UPDATE: this referendum failed and so Daylight Savings is no longer in force in Western Australia.

On 30th April 2007 the New Zealand Government announced that daylight savings will be extended for three more weeks each year. Clocks will go forward an hour a week earlier than usual - on the last Sunday in September- and back an hour on the first Sunday in April, instead of the third Sunday in March. The general scope of effect will be the same as for the US and Western Australian DST changes as documented in the Resolution section of this TID. NetWare can be made ready immediately by editing the DST commands in autoexec.ncf appropriately, most other products will need patches or be unaffected.

Several Australian states are changing DST start and finish times as of 2008. New South Wales, Victoria, the Australian Capital Territory (all UTC+10) and South Australia (UTC +9.5) are starting DST in 2007 at the usual starting time, the last Sunday in October (28th this year), but are extending the finishing time from the last Sunday in March (March 30th 2008) to the first Sunday in April (April 6th in 2008), and from then on starting on the first Sunday in October every year. This brings the start and finish dates into line with Tasmania (UTC +10) from 2008 onwards. In general changes to DST for all Novell products (and associated products such as Java) will need to be applied after DST starts on Sunday Oct 28 2007 and before it ends on Sunday April 8 2008.

In November 2007, the Venezuelan government finalized a decision to change Venezuela's time zone from GMT -4:00 to GMT -4:30 as of December 9th.

In December 2007, the government of Argentina decided to reintroduce Daylight Saving Time, effective December 30th.

In September 2008, the government of Brazil decided to change the Daylight Saving Time start in October 2008.

This TID was created to ensure that all Novell Products are modified as appropriate to handle changes to DST.

Resolution

DST Update Overview

Daylight Saving Time updates are grouped into three areas that have common or similar requirements.
  1. Operating Systems
  2. Java instances
  3. Application specific updates
Each of these areas have different requirements and methods to implement the daylight saving time updates. The following three Overview sections provide general information on DSTupdate requirements for each area. The overview sections are followed by specific sections for each Novell product or solution area.

Review the Overview sections for general information and then check the specific product areas for detailed information and links to the solutions for each of the Novell products affected.

1. Operating Systems Overview
Operating Systems include Open Enterprise Servers (OES), NetWare based servers, SUSE Linux based servers, SUSE Linux based workstations, Novell Branch Office and iChain servers.

NetWare based servers require updates to be implemented at the Operating System layer as well as updates to the installed Java for each server. This requires two steps to complete the updates; one for the Operating System (dstshift.nlm) and the other for the Java updates (java1.4.2_13, tzupdater.jar or tzupdater131.jar).

Linux based servers and workstations require updates that include applying the latest patches in the channel (glibc and timezone updates) as well as updating the Sun and IBM Java instance(s) that may be installed. For some North America locations (Canada, Bermuda, ...) that have made time zone changes following the U.S.A., systems will need to apply a manual update until a patch is available with all of the updated time zones. (Once the update is available this TID will be modified to reflect that.)

Other operating systems, iChain, Branch Office, will require updates specific to those platforms. Summary details and links for each platform is listed below.

2. Java Applications Overview

Java instances are included in ConsoleOne, iManager, DNSDHCP Console, ZENworks Linux Management, ZENworks Server Management, Identity Manager drivers, the IDM User Application, Extend Application/Products and Sentinel products. Each instance of the Java Runtime Environment (JRE or JVM) will need to have the time zone data updated. In most cases the use of a Sun provided utility (tzupdater.jar or tzupdater131.jar) can be used to apply the updates quickly and easily. Each of these applications may have separate instances of a JRE and each JRE instance will need to be updated.

Note: See TID 3008665 - Vital Information from SUN for additional information on some backward compatibility issues with the Sun tzupdater utility. The tzupdater utility will need to be run with the -f and -bc switches in order to ensure backwards compatability with older Time Zone identifiers.

3. Applications Overview

GroupWise requires specifc updates that are noted in the information and the links provided below. GroupWise also has an end user impact through scheduled events and appointments that are scheduled in the extended DST period before the workstation is patched. This will require clear communication to end users on how to identify and correct scheduled events occurring during the changed DST period. Information on how to communicate to end users is provided below.

Other applications/solutions from Novell rely on the underlying operating system and environment to provide the correct date and time information. There are no updates required for those applications. These applications have been listed below with links to more details for those that wish that information.

Novell has released the GroupWise DST Adjustor 2007 tool to help administrators handle the DST change. The tool can be run in a variety of ways and is fully explained in the documentation accompanying the tool. Administrators will need to run the tool on all post offices in order to automatically adjust the majority of affected appointment items. It is VERY important that customers understand that while the tool will fix most appointments, some end user intervention will still be required.
