Summary

Cause

Configuration parameters were not set correctly.

Customer checked the passwords for obt and hist_merge in obtpa_rem_conn_data_view on history db and oltp db. They were ok.
Checked configuration parameters, which were set in the old manner where you remote log into the history database. Discovered that the customer does not have the most recent descriptions of how things should be set in the console. Opened bug 35003. Also discovered that the most recent description for how to set HIST_SERVER parameter is incorrect. Opened bug 35002. There is some question about what TNS_ADMIN_HIST should be set to. It appears that it needs to be the TNS_ADMIN for the CONCURRENT MANAGER SERVER. This tnsnames.ora in this directory must have an entry for the history database.

Fix

Summary of changes made to config parameters:
HIST_SERVER - set to the name of the history database server
TNS_ADMIN_HIST - set to the name of a tnsnames.ora on the concurrent manager server that had an entry for the history database in it.
RSH_CMD - set to sh
ORACLE_HOME_HIST - set to the Oracle 10 ORACLE_HOME on the OLTP server
OBTPA_TOP_HIST - set to the OBTPA_TOP on the OLTP server
LD_LIBRARY_PATH_HIST - set to the SHLIB_PATH from the OLTP server
