In order to change the log level to to Debug

Edit the file 'log4j.properties' located into this default sync server directory 'C:\Program Files\HP\Quality Center Synchronizer\dat\' (or '<sync server install directory>\dat\'). The level can be modified by changing the line with 'loglevel':
loglevel=DEBUG.
