Could you, please set the below for JAVA_HOME:
set JAVA_HOME=D:\HPE-OBR\JRE64\

And then run the bat file, like below:

CollectionServiceCreation.bat -remove D:\HPE-OBR\ D:\HPE-OBR\

CollectionServiceCreation.bat -install D:\HPE-OBR\ D:\HPE-OBR\
