Cause

From the debug_D2D.log:

When MMA calls D2dOpenCommandSession, OSCLT_ERR_SERVER_OFFLINE is returned.

This is a 3rd party problem (StoreOnce), but we decided to be able to retry if this happens.

Fix

Retry will be done if OB2RETRYONOFFLINESO omnirc variable is set to 1 on MA
