This issue happens only on Windows 2008 R2

Error
Install DP Windows client 2008 r2 fails: A required certificate is not within its validity period when verifying against the current system clock or the timestamp in the signed file
Cause
Previouly we install the Addtrust certificate to solve issue, however according to the publisher, this cert was expired on May 2020

Fix
Download and install a newer one name "USERTrust RSA Certification Authority". This cert is also added on a more modern OS (after 2008 r2)
