Answer
Fix : once there is a valid license follow these steps if capacity based license is being used:
Change the following parameter in the master.config file
1. Stop the SiteScope Service
2. Open the file \groups\master.config
3. Change the line
_use112xLicense=
to
_use112xLicense=true
4. Save the changes
5. Start the SiteScope Service
6. Import a valid license, now one should see the message "The license has imported succesfully."
