Summary
Question
The SiteScope service does not completly stop the SiteScope.exe process. We can find erros like below on the tomcat.log file:
StandardService.java:564) ERROR - Failed to initialize connector [Connector[HTTP/1.1-8080]]
org.apache.catalina.LifecycleException: Failed to initialize component [Connector[HTTP/1.1-8080]]
ERROR - Failed to initialize end point associated with ProtocolHandler ["http-bio-8080"]
java.net.BindException: Address already in use: JVM_Bind <null>:8080
The only solution when the problem happens is to reboot the server.
Answer
This is not a SiteScope issue. The problem is related to the OS (Windows) side.
