Cause

api_openssl_proxy.dll not working as expexted.

Fix

Download the Hotfix
Close vugen 
Extract the five files into <installation>\bin
libcrypto-lt-1_1.dll
libcrypto-lt-1_1_x64.dll
libssl-lt-1_1.dll
libssl-lt-1_1_x64.dll
openssl-lt.exe
 
Record again.
