Summary
Velocity tracking chart (The system cannot display the data".)
Question
In Octane dashboard, the Velocity tracking chart does not show any data; it only displays "The system cannot display the data".
In past releases of Octane, it used to work every now and then (not regularly), but since our last update to version 12.60.35.196 it does not work at all.
The workaround proposed in https://mysupport.microfocus.com/document/-/facetsearch/document/KM03249645 does not work for me, either.
I also tried (several times) removing the chart from the dashboard and adding it again, without success; choosing different releases or other filters (Sprint, team) doesn't help either.

Answer
just reproduced the issue in my lab and I think I know why you don’t have anything displayed
You couldn’t display any data because the value of the velocity is 0, I will give you and example with screenshots , I have two release as mentioned in screenshot below
• Scenario 1: Release Test release: in this release The value of velocity in test release is not “0”
• Scenario2: Release Full year release The value of velocity in test release is “0”
A. Scenario 1: Release Test release: in this release The value of velocity in test release is not “0”
The value of velocity in test release is not “0”
If I create a velocity tracking widget
B. Scenario 2: Release Test release: in this release The value of velocity in test release is “0”
If I create a velocity tracking widget

To know how to Adjust a team's expected velocity per sprint please check the link below

To sum-up
To have data on Velocity tracking chart you should have value on the velocity tab, at least the expected velocity
