Standalone CMS Browser service not starting

Question

Setting up a fresh installation of UCMDB Browser 4.16 but cannot start CMS Browser service.

Answer

I copied in another new fresh copy of the software into the Catalina home directory. This time, I did not replace the server.xml file, I went ahead and just edited it in place. Interestingly enough, the CMSBrowserW.exe did not need to be updated. I am able to start and stop and start the service again.
