Answer

 the procedure that we follow to resolve the reports issue:

1. Stop SiteScope.
2. Run the configuration tool to configure the ports. (SiteScope\bin\config_tool.bat)
3. Setup the ports as follow (we add the port for the report, because the field was empty)
classic user interface: 8443

classic user interface(secure): 8899
4. Start the SiteScope service .
5. Create the report.
