Summary

Every time the server reboot, the ovcs is always in stopped state, if we dont use ovc -start ovcs, the process will never start.

Answer

in ovcs.xml, the entry: <ovc:StartAtBootTime>false</ovc:StartAtBootTime>

It should be true.

Then:

ovcreg -add "%OvDataDir%conf\ctrl\ovcs.xml"
