Understand the restrictions of some special characters in the protocol NTCMD and SSH.

So far we know that ! & ^ cause discovery to fail if the password is set with any of these characters for Windows, Linux and Databases.
This is causing impact  to reset passwords.
This affects both 10.21 and 10.22.

RND confirm the restriction on those special characters is due to special meaning on our 10.2x scripts. For Windows, & and ˆ are special characters for the cmd.exe command line: & separates the commands, while ˆ is an escape character.
The lab confirmed that starting on 10.3x this is no longer an issue.
