Depending on the "target" transfer. If the target transfer is the local machine (VMX host) and slow throughput is experienced (MB/S), a comparable test would be to download a different utility, such as wisp (freeware) and attempt a transfer from ESX to local host (VMX host).  If Wisp also offers a low transfer rate (MB/S=Megabytes per second), chances are high Explorer is not the bottleneck.
