There is a property that is misconfigured on the appserver.rcx of NA, this issue was introduced on the patch 9.22.02, the faulty property is::

To solve this issue please add this property on the adjustable_options.rcx ::

Save then reload the server properties using:

On the CLI::

reload server options

Or in the Web UI::

Admin> Administrative settings> Configuraton Mgmt > save
Then please proceed to run the HTTPMonitor.
