We should clean the content of the table.
To clean the problematic license, you can delete existing license from TENANT_AUTOPASS_LICENSES table;
Then apply the new license.
1) Work with DBA to backup the TENANT_AUTOPASS_LICENSES of siteadmin schema, like agm_siteadmin_db.
2) Delete the content of this table.
3) Restart Agile Manager.
4) Login to Agile Manager Administration page.
5) Go to Home->Licenses to apply the new license
