BSM Connector has a local user configuration tool located on %OvDataDir%\installation\HPOprIA\user.bat (by default %OvDataDir% on Windows is: C:\ProgramData\HP\HP BTO Software\)
Answer
To add users run the tool from command line:
1. open a command prompt on %OvDataDir%\installation\HPOprIA\
2. run command: user.bat -add <username> <password>
The local user store is located in the following file on the BSM Connector system: %OvDataDir%\conf\HPOprIA\users.properties.
