Summary
When adding/reconfiguring a Performance Center 12.00 or 12.01 server in ALM, the operation fails and an IIS configuration or change identity error occurs.
Error
The following errors may appear:
- Change Machine Identity failed. Reason: Value cannot be null
- The IIS configuration of Performance Center server failed. Reset IIS and add or reconfigure the Performance Center server

javax.xml.ws.WebServiceException: Could not send message

Cause
During the configuration of the IIS application pools, IIS fails to access registry keys that have been marked for deletion.
The following error will be listed in the Performance Center server log file:
"System.Runtime.InteropServices.COMException (0x800703FA): Illegal operation attempted on a registry key that has been marked for deletion"
Fix
Restart IIS on the Performance Center server machine.
If the problem persists, restart the Performance Center server machine.
