BI startup failure during patch install on 9.20

Summary

During NPS (Network Performance Sever) 9.20 patch 1 (or any patch directly applied on 9.20), the hardcoded eastern time (for Cognos) is changed to the time server.there is some problem with the way Cognos read the time zone information

Error

BI might startup failure during patch install on 9.20.

Cause

 There is some problem with the way Cognos read the time zone information, in very rare cases Cognos fails to start during the patch installation resulting in patch install failure.

Fix

1. Set the timezone other than the Eastern using the Cognos GUI,
2. Install the patch
3. Revert the timezone to the correct one.

How to set the timezone using Cognos GUI

1. Run “runBIConfigGUI.ovpl”  -- This opens up the Cognos GUI.

Default paths

Unix:

/opt/OV/NNMPerformanceSPI/bin

Windows:

Program Files (x86)\HP\HP BTO Software\NNMPerformanceSPI\bin\


2. Actions -> Edit Global Configuration->General Tab->Serve Time Zone.
3. Set this a different one other than EST, preferably GMT.
4. Hit OK and Save and restart the BI using the GUI
