Question

With UFT, do they get one license of QTP and one license of Service Test which results in a user using QTP and another able to use Service Test?

Answer

UFT is one license, not two or bundle. The restriction around UFT license usage is that the customer cannot run QTP and ST on two different machines at the same time. All other scenarios work. So if you have, for example, QA using QTP and development using ST at the same time, you'll probably need two licenses (either 2 UFT, or 1 UFT + 1 ST).
