When login user is Japanese locale, it should be used by English locale for Remote Server configuration.

When login user is Japanese locale, the Average will be returned as Japanese.
The default template will serach English word - "Average". So, on Japanese environment of RHEL,
CPU monitor cannot wind the "Average". Then, it returned "no data".
