When I am loading data from an .XML file, why is the option Passphrase Question not ticked/selected?

Customer is importing an .XML file that contains password policies, preferences, application definitions at an Organizations Unit (OU). The .XML contains SSO data that has been tested in their development environment and they wish to load it into production (without having to manually create everything again).

Once the SSO data has been loaded at the OU, it will be available to all users that reside in that container and lower containers. The Passphrase Question option is not ticked or selected.

The passphrase question only needs to be selected if importing data on user objects (which is not common).
