Enable passphrase security system does not apply

After SecureLogin has been run for the first time and a passphrase has been set; hiding the passphrase security system does not seem to take. However, after setting this preference and refreshing the cache for the user, they are not prompted with the message advising passphrases have been disabled.

Close and re-open SecureLogin and the Enable passphrase security system is read and applied.

For optimal performance, the "enable passphrase security system" preference is only read when SecureLogin loads (as is the Display System Tray icon preference and the Stop tree walking preference).
