Situation

Error launching ARM console on Windows 7 64bit machine.

Error parsing c:\windows\microsoft.net\framework\v2.0.50727\config\machine.config. Parser returned error 0x80070005.

Resolution

To resolve this issue, make sure that local system Users have Read permissions to the machine.config file.

Cause

The machine.config file has been limited strictly to Administrators.
