Why is the SA SQL right granted to the AppManager Administrators group in Control Center? (NETIQKB73171)

Why is the SA right granted to a user in the AppManager Administrators group automatically when the user is added to the group in Control Center?

The users in the Administrators group require SA rights in order to be able to add new AppManager Repository data sources in Control Center, using the functions of linked servers in SQL.  The right is also needed in order to import users into the QDB and CCDB databases. The user must be able to create the appropriate accounts at the time of import.

It is recommended that at least one user have this Administrative role.
