Situation
During the installation of the Windows Agent on a Windows 2008R2 server the installation fails with an error stating that the installation was 'Unable to create local repository'.
The user has full permissions to all of the NetIQ folders and their subfolders and is in the administrators group.
The account also has access to the registry where the ODBC connection keys for the local repository need to be installed.
Windows Application event log displays an error that states the NetIQmc could not access the $tmp/$temp directory.

Resolution
In order to resolve this issue the user needs to edit the environmental variablesunder in the My Computer > Properties >Advanced > Environmental Variables section. From here you need to perform the following steps:
- Find or create a directory in the users profile and verify the user has read/write privelages to it.
- Change the path for both the $tmp and $temp environmental variables to point to the directory from the previous step.
- Once both variables have been successfully changed restart the installation and the installation will complete successfully.
Cause
The user does not have access to the default temp directories that are set under the servers environmental variables section.
