Proxy action event returns 'MS action unscheduled'.

Proxy-based actions are not occurring or completing when they should.

Having the management server as an allowable management server will not correct this behavior.  Both agents must be assigned to the same primary management server.  If this is not possible you will need to have the action triggered from the client itself, or the management server that is responsible for the agent in question.

The action by proxy model has a limitation which dictates that the Primary Management Server responsible for the Agent running the job, must be the same Primary Management Server responsible for the Proxy Agent that has been assigned to execute the action.
