Launching the Console for Secure Configuration Manager returns an error. (NETIQKB72231)

Environment

NetIQ Secure Configuration Manager 5.8

Situation

Unhandled exception at 0x005ac7ac in VSOC.exe: 0xC0000005: Access violation reading location 0x00000004 error when launching the console.

Resolution

To resolve this issue go to the machine where this console will not launch. 

  1. Go to Add/Remove Programs and uninstall the NetIQ Secure Configuration Manager.  Make sure not to uninstall any other SCM components. 
  2. Close the Add/Remove Programs window and then open Windows Explorer.
  3. Go to %program files%NetIQ\Secure Configuration Manager
  4. Delete the VSOC folder.
  5. Then reinstall the SCM Console locally on the machine.

Cause

Either one or both of the Microsoft Visual C++ 2005 Redistributable and Microsoft Visual C++ 2008 Redistributable - x86 9.0.30411 are corrupted.  The original installation of the Console installed succesfully however one of these files was corrupted somehow during installation.
