Situation

Resolution

As a workaround give the logged on user write permission to the root of C: (but not below).  The minimum permissions that seem to work are "write".  This allows the edit and save process to function.

An enhancement request to change the temporary file location has been submitted to our development team for future releases of the product.

Cause

When saving an edited policy, a "temporary copy" of the file is placed at the root of the C:\ drive on the client machine.  In order for this to work, the user logged in to WINDOWS must have appropriate permissions to write to this location.  Prior to Windows XP and Server 2003 this would not have caused an issue, because "Everyone" had full permissions to the C: drive by default.  This is no longer the case.

If the user logged in to WINDOWS is a local admin, then the issue will not occur.  In many environments users are not local admins and do have sufficient permissions to write to the root of the C:\ drive.  This will cause the "Error on saving" issue.
