My user is authorized to PSSECURE but cannot do any PPM template maintenance. (NETIQKB71993)

My user is authorized to PSSECURE but cannot do any template maintenance using the PPM profile templates options.
Problem using profile template maintenance

The Maintain User Profile Templates option (from PSMENU, take options 2,2,3 and 2) requires your user profile to have the *SECOFR user class.

None of the special authorities that come with this class are required, only the *SECOFR user class is checked, if you do not have this user class in your profile you will not be able to use the "Maintain User Profile Templates" option.
