Windows 2008 moved the majority of the All users Profile data.
Situation
Unable to find the path to the configcache file on windows 2008 server.

Resolution
When browsing, the path is:
C:\PROGRAMDATA\NetIQ\Security Manager\[configname]
Change [configname] to your configuration group name.
If you do not see PROGRAMDATA, then you will need to unhide hidden folders/files. To do this, in explorer, click Tools > Folder Options. Click View. Then uncheck: Hide extensions for known file types, and Hide Protected Operating System files. Then click on Show Hidden files and folders. Click OK. This will then show you the hidden folder PROGRAMDATA in the root of the C: drive.
Cause
Windows 2008 has moved the All User profile's application data to a separate hidden folder than previous versions of windows.
