SCAP hotfix returns (null).(null).1. (NETIQKB71549)

SCAP update for hotfix 71549 returns a (null).(null).1 error message in the screen.

Install a full version of the NetIQ Secure Configuration Manager Agent for Windows before applying the hotfix. 

The machine where the hotfix was being applied did not have a NetIQ Secure Configuration Manager Agent for Windows installed.  The hotfix being applied requires that a full version of the supported windows agent be installed before it can be installed.  The installer throws the (null).(null).1 error message instead of a message that indicates the patch wasnt installed due to a version issue.
