Service Pack install fails with error: This patch / install package could not be opened. (NETIQKB71210)

Security Manager 6.0 central computer or manual agent installers fail with error:

This ( patch / installation ) package could not be opened. Verify that the ( patch / installation ) package exists and that you can access it, or
contact the application vendor to verify that this is a valid Windows Installer ( patch / installer ) package.

Open Regedit

Verify if the following Reg Values are set to 0;
if they are not 0, set them to 0.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\FileSystem

• Win31FileSystem
• NtfsDisable8dot3NameCreation

 

Currently our installer requires 8.3 file system support.  If this support has been disabled by a policy or in the registry, this can cause the installers to fail.
