This was received on install:
The setup program cannot properly configure the following NetIQ Security Manager component: NetIQ.SM.LogHandler. Please contact NetIQ Solutions Support at www.netiq.com\support

Make sure that the server Message Queuing is installed, enabled and started.


Once this is started, retry the installer for the Log Archive server.


This can occur when the service Message Queueing is either stopped, disabled, or not installed.
