Operator Console Tree view fails to refresh (NETIQKB71175)

Operator Console tree view fails to be refreshed. New objects fail to appear, and object status (events, maintenance mode flags, etc.) fail to update. Memory consumed by Console process (netiq.exe) exceeds 500 MB.

The following error message appears in the console's RPLIB.LOG:

UI: Fail to call Expand(),Lock=0

Please install hotfix 71057 or the latest QDB hotfix to resolve this issue.

NetIQ has confirmed that this is a problem in the version of AppManager specified in this article.  The Operator Console is miscalculating the amount of memory required to properly render the Object list, and is not properly recognizing object updates.
