Situation

Error: The page cannot be displayed.
Unable to connect to SPA Admin or User sites.

Resolution

Secure Password Administrator (SPA) must be able to connect to the MSSQL database specified in order for the Admin and User sites to launch correctly. SPA does not record a "db connection down" or "db connection timeout" in any of the event logs should the SQL service be stopped. To resolve this issue, restart the SQL service on the MSSQL database.

Cause

A remote MSSQL database is being used and is failing to respond to SPA requests because the SQL service has stopped.
