NortelCS_GetOmReport not pulling the OM Report from the Nortel server. (NETIQKB70016)

Environment

NetIQ AppManager 6.x
NetIQ AppManager 7.0.x

Situation

NortelCS_GetOmReport not pulling the OM Report from the Nortel server.
NortelCS_GetOmReport runs and never completes.

Resolution

 In order to correct this we first need to make sure that any issues with accessing the TLAN of the NortelCS device is fixed.  We should not be able to reach the TLAN from the proxy server as that will cause a failure.  

The proxy agent network interface needs to be on the ELAN.

Cause

Currently there appears to be two issues in some environments with the routing table and the integrated FTP service hanging on startup.  This hang is causing the KS to never complete its iteration and get stuck in a Running state in the console.
