NortelCS_GetOmReport runs and never completes.
In order to correct this we first need to make sure that any issues with accessing the TLAN of the NortelCS device is fixed. We should not be able to reach the TLAN from the proxy server as that will cause a failure.
The proxy agent network interface needs to be on the ELAN.
