Yes, VM and SCM can be updated when a machine's IP address changes. 

1. Open the Netiq Core Services Configuration Utility. 

2. Click on the Network Tab.

3. Set the DHCP Support Enabled to True and Force System IP Lookup to True also. 

4. Click Apply.  Then when an IP Address changes VM will lookup the current IP before sending a command.
