Situation
When upgrading Security Manager, getting an error about not being able to load SMCustomActions.dll
Resolution
Install Windows Installer version 3.0 or later (version 3.1 is the latest at this time). The installer will then be able to check for the existence of .NET Framework 2.0 and install it for you.
Cause
There is a dependency of the Security Manager 5.6 installation upon Windows Installer 3.0. If this is not installed, the install will not be able to complete.
