Unable to import profiles when using a Temporary license key for SPA.
Error occured while verifying format: Number of users after import would exceed the number of licensed users. when attempting to import Import Secure Password Administrator (SPA) Profile Management File.

Cannot import Import Secure Password Administrator (SPA) Profile Management File.

The only workaround is to install a license that is not set for an unlimited number of users.

This is a known problem in SPA if you have an unlimited user license. The user count for an unlimited user license is -1 so SPA thinks the number of licensed users is -1.
