Situation
ERROR: -623 Unable to copy files for component AM to C:\Program Files\NetIQ\AppManager
Resolution
To install Hotfix 55939 onto a clustered management server, unclustered Management Servers, the installer will stop and restart the netiqms.exe service. However, on clustered management servers the netiqms.exe service must be stopped manually before applying the hotfix.
Be sure to disable\stop the MS Service through the Cluster Administrator to apply the hotifx, then enable the MS service after the update has been applied on each node.
Cause
When clustering the netiqms service, because of redundancy purposes, the netiqms service will not be stopped when the installer is launched. It is possible that the Netiq Management Servicer service could be failed over to another node without actually "stopping". The NetIQ Management Server service must be stopped for the hotfix to be applied.
