The GPO Difference Report displays similar certificates as different.

cause
There is a problem with the algorithm used for license comparison.

fix

Hotfix 55704 corrects an issue with how Group Policy Administrator (GPA) displays the settings in the GPO Difference Report. When you import a GPO containing certificates from the Active Directory (AD) and edit these certificates in the GP Repository, GPA does not display the proper settings in the Trusted Root Certification Authorities section in the GPO Difference Report. The GPO Difference Report displays similar certificates as different.

With this hotfix, you can view the proper settings in the Trusted Root Certification Authorities section, in the GPO Difference Report, after you edit the imported certificates in the GP Repository. The GPO Difference Report does not display similar certificates. 

Hotfix 55704 can be downloaded from the following location: https://www.netiq.com/support/gpa/hotfixes.asp

To install this hotfix, perform the following steps on each GPA Console computer:

1.  Close all GPA user interfaces.

2.  Run the GPA50000_Hotfix55704.exe file.

This hotfix modifies the faGpoComparePublicKey.xsl file. By default, GPA installs this file in the Program Files\NetIQ\Group Policy Administrator\Bin\XML\GpoCompare folder.
