Directory and Resource Administrator (DRA) allows for all services to be managed through the Modify General Service Properties and Modify All Service Properties powers.  You cannot specify certain services to be managed with these powers.

You can configure management of certain services with Rules by using wildcards to match the name of the service.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
